OSCAR THE GROUCH explains that he’s too busy to point out the letters & number of the day. He’s trying to sort his TRASH, but he’s also babysitting a particularly belligerent IRVINE. OSCAR could sure use some help.

Right on cue & underscored by heroic music, a Superman-esque announcer (MARTIN P. ROBINSON), says, "Look, in the sky! Faster than a speeding mommy, nicer than a friendly doggy, it’s a plane, it’s a’s Super Nanny!" Hearing the distressed cries, Super Nanny heads to SESAME STREET to be cheerful, sing songs, & clean up.

OSCAR asks IRVINE to just settle down so he can work, but IRVINE refuses. Super Nanny suddenly lands & introduces herself as Penny Pipkins. She offers to take care of IRVINE while OSCAR works. OSCAR considers himself lucky, until he realizes Super Nanny is concerned primarily with cheering her up. Super Nanny sings a happy song which always works, "Chirrup" while a dubious OSCAR covers his ears. The song summons 3 birds (yellow, blue, & red) who join in the chorus. IRVINE stubbornly refuses to cheer up, so Super Nanny resorts to singing the song again.

Ernie & Bert: Bert has gone to visit his brother Bart. Ernie pretends that Bert is still there using a drawing & a pillow, but it isn’t the same. Then, Ernie remembers Bert will be back tomorrow, & can go back to bed.

Back at OSCARs TRASH CAN, Super Nanny is still singing, while a group of discontented GROUCHketeers sit & rustle TRASHbags. Gina, at Hoopers Store, notes that Super Nanny has been singing the song continuously for 10 minutes. OSCAR tells Super Nanny to forget about making IRVINE smile, but Super Nanny concludes she’s crying because of OSCARs home: "Did you do all that alone?" "I had some help." Super Nanny peers down & observes the china closet on the sofa floating in the swimming pool, while OSCAR’s pet rhino goes down the water slide. OSCAR jeers that she can’t possibly clean all that up with her feather duster. Super Nanny insists that it can & explains that it’s a super feather duster, showing different ways one can use a feather duster (as a baton, a bouquet, or a tickling implement, among others). She then claims it also doubles as a magic wand, & proceeds to show OSCAR.

With a wave of the featherduster & the word "Alakazam", Super Nanny instantly transforms the surrounding area. OSCARs TRASH CAN is now a shiny new receptacle. The GROUCHketeer girls are well-scrubbed in nice Sunday dresses while the boy wears a Fauntleroy-style suit. The unsteady stack of barrels, crates, & rags has become a single wooden box. TRASHbags are brightly colored & neatly tied, while a white picket fence & roses growing on a frame complete the decor. OSCARs hair is neatly scrubbed (save a cowlick sticking up ala Our Gang member Alfalfa) & he’s wearing a collar & bowtie. OSCAR regrets opening his big mouth, but he’s even more appalled when he looks closely at his clean TRASH CAN: curtains everywhere, no furniture in the swimming pool, a Princess phone, & track lighting. IRVINE laughs at her uncle's neat look, while OSCAR bemoans the fact that 24 years of work have been destroyed. As the last straw, FLUFFY surfaces, wearing a pink ribbon around her trunk.

He put the milk in the soda bottle, the soda into the fishbowl, & the fish in Bert’s cowboy hat. Bert asks, "Now what am I going to wear when I want to play cowboy?" Ernie puts the pot on Bert’s head & says, "Ride 'em, cowboy, Bert!"

OSCAR & the GROUCHketeers are working on the TRASH CAN, banging with a hammer to create new dents & rubbing some "Mr. Dirt" to make IT filthy again. It doesn't seem to be working, though, & Gina admits IT still looks clean. & although OSCAR asked her nicely, Super Nanny refuses to dirty IT up again, saying he'll learn to like IT. OSCAR hates IT, likening IT to life on Sunnybrook Farm, & fears IT will remain that way forever once the Nanny leaves.
OSCAR asks Gina to intercede for him, noting that if he weren’t a GROUCH, he’d even go so far as to say "please". Gina talks to Super Nanny & explains the essential cultural & physical differences between GROUCHES & humans (or humanoid Anything Muppets). She quickly explains that GROUCHES take extreme pleasure & pride in amassing a mess, & that they HATE anything clean. Super Nanny finally realizes she remodeled OSCARs HOUSE completely against his wishes without even asking. With her newfound multicultural awareness, Super Nanny utters another "Alakazam" & restores OSCARs TRASH CAN to the usual status quo (& the GROUCHketeers get their standard uniforms back). OSCAR admits that Super Nanny isn’t "so bad for a neatnik". Penny Pipkins returns the compliment, saying he "isn’t so dusty for a GROUCH" & she tickles OSCAR, who asks her to keep it up. OSCAR opines that "This could be the start of a beautiful mismatch".

Everyone’s gathered around OSCARs TRASH CAN when Super Nanny’s super hearing picks up a distress cry (as the heroic music starts again). Parents in Chicago must go to work, but their baby is crying & the sitter hasn’t arrived. Clearly another job for Super Nanny beckons, so she tells everyone to keep smiling (except for OSCAR. She also tells IRVINE not to cry, so the infant defiantly cries anyway (& tries to bite Gina’s hand). With a final "Alakazam", Super Nanny flies into the air again, with everyone (even the GROUCHES) waving farewell. Super Nanny announces the sponsors & asks a passing off-screen pigeon for directions to Chicago.
